Caltrans District 11 logged 847 stranded-EV freeway incidents across San Diego and Imperial counties in Q1 2026, up 34% year-over-year. The sharpest increase was on I-5 north of Carlsbad and on I-8 east of El Cajon, where DC fast-charger density is thinnest.
